The Atlanta VA Medical Center (VAMC) is seeking a Medical Support Assistant for the Atlanta VAMC.The MSA will oversee the primary care Team members and is responsible for the teams administrative functions. The MSA is a highly specialized position and performs duties traditionally done by multiple staff in other services and sections. Must be flexible to the changing demands of the Veterans Health Administration (VHA). The incumbent personally works with veteran patients in determining the nature of their needs, questions or complaints, provides information , gives guidance and initiates action as appropriate.

He/She is assigned as the Medical Support Assistant assigned to the Telephone Advice Program (TAP) at the Atlanta VAMC; this type of program is designed to provide veteran patients with medical or healthcare advice by means of the telephone; the immediate goal of TAP is to provide needed exceptional interpersonal and customer service communication skills while working collaboratively with medical center programs, services and multidisciplinary team members in providing accessibility to care and in meeting patient care needs, both clinical and administrative.
He/She would be the initial contact person in the program. He/She must make decisions to ensure that the caller is referred to an appropriate healthcare professional. The incumbent must be able to identify situations of an emergency nature so that the veteran patients health and well being are not jeopardized.
He/She prioritizes must make decisions to ensure that the caller is referred to an appropriate healthcare professional. The decisions would be based on the information obtained from the caller, by the means of an interview protocol, knowledge of the overall functions of the program and the ability of the incumbent to determine medical need.The incumbent must be able to identify situations of an emergency nature so that the veteran patients health and well-being are not jeopardized.
The incumbent would determine if the veteran patient is a new or current veteran patient to our system. In the case of a new veteran patient, the incumbent will refer the veteran patient to the Business Office for enrollment. For current veteran patients, the incumbent must screen the veteran patients eligibility based on the correct application of laws and regulations governing the entitlement of veteran patients to medical benefits. The incumbent will obtain healthcare information and provided the veteran patient with appointments or transfer calls to the Registered Nurse for assessment of their chief complaint. In every case, the determination requires meticulous judgment of facts and conclusive application of the law.
WORK SCHEDULE: Part-time hours negotiable, total 20 hours a week. (Note: Management reserves the right to determine and change the tour of duty).

BASIC QUALIFICATIONS REQUIRED:
a. Citizenship: Citizenship of the United States. (Non-citizen may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 2g.)
b. Experience and Education:
(1) Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position: or
(2) Education: One year above high school: or
(3) Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
c. Certification: None Required.
d. Grandfathering Provision: All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) Such employees may be reassigned, promoted or demoted within the occupation.
(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
(3) If employee who was converted to title 38 hybrid status under this provision leaves the occupation, the employee loses protected status and meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
e. Foreign Education: To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs.
f. Physical Requirements: See VA Directive and Handbook 5019.
g. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph3j.
In addition to meeting the Basic Requirement, applicants must also meet grade level experience requirements in order to tentatively qualify for this position. At least (1) year of specialized experience at the next lower grade level that demonstrates your ability to perform the duties for this position. The candidate must demonstrate the following:
1.) Ability to operate computerized programs and databases in order to enter, modify and retrieve sensitive information/data into or from electronic medical records, scheduling systems and/or reports.
2.) Knowledge of basic medical terminology.
3.) Ability to make appointments in a clinical setting.
4.) Ability to work independently in the accomplishment of a wide variety of duties, including setting priorities and coordinating work.
5.) Ability to communicate effectively and professionally with employees at varying grade levels.
6.) Ability to identify customer's concerns, perform the tasks required to resolve the issue accurately and timely, and follow-up as necessary to ensure a satisfactory resolution.
