POSITION SUMMARY:

This position is responsible for the security, safety, buildings and grounds maintenance for Parks within the Village of Fox Lake. This position also performs snow and ice control operations at Lakefront Park and has potential to assist the Streets Department for snow and ice control operations throughout the Village. Specific work assignments are to be coordinated with the Program & Events Manager and Streets Supervisor.

SUPERVISION:

Reports to and works under the general direction of the Parks Supervisor.

ESSENTIAL FUNCTIONS:

The essential functions or duties listed below are intended only as an illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if work is similar, related, or a logical assignment to the position.

1) Operates various types of equipment and, based on assignment, performs a variety of tasks in maintenance, operation, repair of parks facilities. As appropriate, keeps records of work performed, project specific time and materials used for billing or future work planning.

2) Complete electrical work such as installation and repair of street lighting and building electrical work.

3) Operate construction equipment in a safe manner such as front end loader, bobcat, backhoe, and five-yard dump trucks.

4) Operates a wide variety of equipment and vehicles of various classifications as qualified and assigned including dump trucks, tractors, mowers, loaders, chipper, backhoe and other equipment; operates various hand and power tools.

5) Performs snow and ice control duties, drives dump truck with snow plow and salt spreader, and assists in emergencies such as flood and wind or rain storms.

6) Performs various semi-skilled building maintenance, repairs and construction tasks including painting, plumbing, carpentry, masonry and electrical work.

7) Cleans, sweeps, washes and performs maintenance and repair tasks in public buildings and facilities.

8) Performs landscaping activities, including mowing grass, seeding, fertilizing, sweeping, pesticide application, raking grounds, planting and trimming trees and shrubs, and general gardening; performs landscaping repairs to restore and replenish topsoil; rakes, grades and seeds the area as required.

9) Performs environmental services, collection of brush, bagged leaves and other debris; grinds brush and prepares compost material.

10) Performs facility, park and right-of-way maintenance, including trash removal and trashcan installation and maintenance, tree planting, pruning and removal, sign installation and maintenance, and path, sidewalk and parking lot maintenance.

11) Cleans and makes minor repairs to tools and equipment, including lubricating equipment and sharpening tools.

12) Completes beach cleaning, testing, raking, beach activity and equipment setup. Responsible for proper beach signage for regulatory requirements.

13) Must work with the general public in a friendly and professional manner.

14) Prepares, preps, set up and take down of Village events, parades, and celebrations.

15) Completes regular refuse removal and restroom cleaning,

17) Complies with all safety procedures and policies of the Village.

18) Performs related work as required.

RECOMMENDED MINIMUM QUALIFICATIONS:

Education and Experience

A High School diploma or equivalent is required. Supplemental technical training or specialized shop courses is desirable. Possession of a valid Class "B" or higher Commercial Driver's License (CDL) with air brake endorsement must be obtained within six (6) months of hire. Must have current CPR/AED certification or ability to obtain within 30 days of hire. Candidates must have considerable experience performing grounds maintenance and experience sufficient to successfully perform the essential duties of the job such as those listed above.

This position may require possession of a State of Illinois Pesticide Public Applicator's License. A thorough background investigation, including personal and professional references and criminal background will be conducted prior to offer of employment. Candidates must be able to successfully pass a pre-employment physical examination and drug/alcohol screen following a conditional offer of employment.

A candidate for this position should have thorough knowledge of the following:

O Materials, methods and practices used in all phases of building construction.

O Common hand tools, materials and standard equipment used in maintenance, repair and construction work.

O Practices, methods and materials used in maintenance, repair and construction of public streets, and parks facilities maintenance

O Safety precautions and hazards of the work.

Skill in:

O Operation of tools and equipment used by the position.

O Working with mechanical equipment, electricity, plumbing, carpentry, construction and landscaping.

O Operation of a truck with snow plow and other de-icing equipment.

And ability to:

O Perform manual labor for extended periods of time, in all weather conditions.

O Understand and follow oral and written instructions.

O Lead a work crew, if required.

O Learn a broad range of operational skills.

O Maintain a positive attitude and professional demeanor when dealing with the public.

O Establish and maintain effective working relationships with Village employees and members of the public.

CONTACTS OUTSIDE OF DEPARTMENT:

This position occasionally interacts with residents, business owners, contractors, architects, vendors and other Village staff members.

WORKING CONDITIONS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the working conditions for this position are performed mostly in a field work environment. On-site visits of buildings, residences and construction-in-progress are a regular part of daily tasks. The employee is exposed to hazards associated with on-site visits such as uneven terrain, construction hazards, noise, odors and fumes, hazardous materials/chemicals, inclement weather and poor environmental conditions, and confined spaces or other undesirable conditions. The employee must be physically capable of moving about on construction work sites and under adverse field conditions.

The employee is occasionally exposed to extreme heat and/or cold, wet and/or humid conditions or airborne particles. The employee is frequently required to sit, walk, stand, stoop and climb or balance; speak and hear; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; repetitive arm, hand and eye movements are included. The employee regularly works near moving mechanical parts and vibrations, and in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock. The ability to withstand heights, walk on roofs, maneuver around and/or through obstacles, construction materials, manufactured materials and/or equipment is required when the employee is at job sites. The employee may be required to perform tasks requiring overhead movement. An individual in this position may frequently need to lift, carry, push or pull objects, up to 50 pounds and occasionally lift and/or move more than 100 pounds. There is frequent twisting, kneeling, squatting, stretching, crawling, climbing, reaching, wrist turning and grasping. The employee will be required to drive motorized vehicles and frequently enter/exit vehicles with varying entry heights. The employee will be required to wear personal protective equipment while performing their job duties.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The noise level in the office environment is usually moderate. Hand-eye coordination is necessary to operate various pieces of equipment. Employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas.

Attendance is required for a 40-hour work week, which currently consists of five 8-hour days. The position may require continuation of work tasks for 16 or more hours with limited breaks in events such as snow/ice control or other natural disaster response.

TOOLS & EQUIPMENT USED:

Machinery and equipment including motor vehicles, large trucks and dump trucks, backhoe and front-end loaders, chipper, highlift, mowers, ratchet tools, snow blowers, hand power tools such as saws, drills, electrical meter, confined space entry equipment, large pumps, air compressor and generators. Other equipment includes cellular communications equipment, tape measure, flashlight, testing equipment, light mechanical equipment, ladder or scaffolding, level, laser level, combustible gas detector, automotive vehicle and job-specific equipment as required by assignment.
