Director of the Public Finance Research Cluster - Log #23-119

The Andrew Young School of Policy Studies (AYSPS) invites applications for an experienced and dynamic Director to lead its Public Finance Research Cluster (PFRC). For over 20 years, the PFRC’s experts have provided objective and timely research, technical assistance, and training to inform decision makers, build public-sector capacity, and contribute to scholarship in public finance. The cluster is comprised of three research centers – the Center for State and Local Finance, Fiscal Research Center, and International Center for Public Policy – that share research and administrative staff to perform domestic and international public finance research. The Director will join the PFRC at an opportune moment as it seeks to build on its national and international reputation and grow its impact in public-sector research.

A successful candidate will:
  • Lead the cluster’s research portfolio and manage the rigor and quality of all work Supervise a talented team of research staff, faculty affiliates, and graduate students Provide methodological, content-related, and managerial guidance to direct research Facilitate teams of faculty affiliates and research staff to cultivate sponsored projects and produce scholarly research
  • Develop externally facing events (e.g., academic conferences), including topic formation, faculty and practitioner outreach for participation, and research product requirements
  • Build, cultivate, and maintain relationships with domestic and international public-sector and non-governmental partners, including promoting the cluster’s research expertise and engaging partners in findings
  • Serve as a public spokesperson for the cluster’s work and engage with policymakers, key stakeholders, and the public as appropriate
  • Foster a strong sense of community, diversity, equity, and inclusion within the cluster
  • Ensure that the cluster operates within budget and adheres to legal requirements of contracts
  • Supervise the recruitment, hiring, development, and evaluation of cluster staff

The Director of the PFRC will be an employee of Georgia State University (GSU), reporting to the Dean of AYSPS and overseeing all core staff of the cluster in collaboration with its four associate directors. The Director position may include tenure in an academic department for candidates who hold or have held a tenured position, but this is not a requirement for the role. Candidates with a doctoral degree will have research faculty status in an academic department, if not tenure.

The Director will be an accomplished, respected leader with demonstrated talent in public finance research, project development and management, acquisition of sponsored funding, executive leadership, and success in navigating relationships in political environments. As the principal officer of the cluster, the Director will have extensive practical experience and understanding of the fields of taxation, public economics, public finance, public budgeting, or public financial management. The director should also be well informed in how university-based research can be a resource to support public decision making.

The Director will be joining the PFRC at a pivotal time and be responsible for increasing its visibility and impact, leading impactful change processes, hiring to build critical research and administrative capacity, and deepening a sense of community and inclusion within a collaborative governance process. The Director will partner closely with the cluster’s management team, as well as that of the college, to implement its vision and mission.

As the primary spokesperson for the PFRC, the Director will manage relationships across the college and GSU, across sectors, and throughout relevant governmental and non-governmental bodies. The Director will need to adroitly manage cluster research teams to uphold high standards for rigor and quality. The Director must also be politically astute to ascertain the origin and evolution of issues brought to the attention of the cluster from within the university and externally from state and local governments in Georgia and internationally. To achieve this, the Director must be able to relate to diverse stakeholders in politically sensitive environments.

About the Cluster: The PFRC enables informed and effective fiscal governance at all levels worldwide. The cluster’s experts provide objective and timely research, technical assistance, and training to inform decision makers, build public-sector capacity, and contribute to scholarship. In 2018, the three centers of the cluster merged administratively to support their individual research portfolios and collectively promote informed and effective fiscal governance in Georgia and internationally. The cluster engages in approximately $3 million of research annually and is posed for growth under new leadership. The cluster is a research unit of the Andrew Young School of Policy Studies, which includes five academic units—Criminal Justice and Criminology, Economics,
Public Management and Policy, the School of Social Work, and Urban Studies.

Center for State and Local Finance: The Center for State and Local Finance’s (CSLF) develops the people and ideas for next generation public finance by bringing together the Andrew Young School’s nationally ranked faculty and the broader public finance community. CSLF conducts innovative, nonpartisan research on tax policy and reform, budget and financial management, education finance, and economic development and urban policy. Additionally, it provides premier executive education in
public finance for state and local finance officials and works with local and state partners on technical assistance projects on fiscal and economic policy.

Fiscal Research Center: Established in 1995, the Fiscal Research Center (FRC) provides nonpartisan research, technical assistance and education in the evaluation and design of state tax and economic policy. FRC’s responsibilities include developing estimates for tax-related fiscal notes, writing the Georgia State Tax Expenditure Budget, supporting the state’s economist, and conducting policy and academic research on a variety of topics associated with state tax policy issues.

International Center for Public Policy: The International Center for Public Policy (ICePP) brings together the strengths of cutting-edge technical expertise, extensive real-world policy experience, and solid project management capabilities in over 70 developing and transition economies around the world. Its faculty and staff are leading experts in economics and public policy and have authored books, academic and technical journal articles, and have extensive experience in designing and implementing technical assistance and training programs. The exposure that ICePP brings to the Andrew Young School of Policy Studies, as well as the interaction with government leaders and policy makers from around the world, enriches the academic environment and deepens the school’s commitment to resolving international policy challenges.

Qualifications:
Candidates will possess many, if not all, of the following professional qualifications and personal
characteristics:
  • Ph.D. in economics, public policy, political science, public administration, or related field
  • Primary research experience in public economics, public finance, taxation, public budgeting or public financial management
  • Strong evidence of applied policy research, with a record of peer-reviewed publication
  • At least five years of progressively responsible experience in leading and managing an organization or team of comparable size, preferably within university systems, government agencies, or non-profit organizations
  • Experience leading research teams and managing the quality of research products
  • Evidence of fostering and promoting diverse and inclusive environments for faculty, staff, and students and treating employees and colleagues fairly and with respect
  • Demonstrated success in building and sustaining sponsored funding within the public or non-profit sectors to advance the goals and objectives of projects, programs, and initiatives
  • Political astuteness, the ability to communicate effectively with administration and campus colleagues, be totally trustworthy and consultative, and have good strategic instincts.
  • Evidence of positive relationship-building with leaders across the public, non-profit, private, and international/multilateral bodies
  • Ability to pass a full background check (required) Eligible to work in the U.S. (required)

Salary and Rank: $180,000–$220,000. Salary commensurate with the candidate’s education and experience. Appointment at a faculty rank, with tenure as qualifications permit. This position is subject to budgetary approval.
