Job Description

Position: Recoupment Specialist

Location: Maxwell, Air Force Base

Type: Full-Time { M-F}

7:30am - 4:30pm

Job Summary:

Establish a working partnership between the Air Force's lead agency for voluntary education programs, Headquarters Air Force (HAF)/A1DL, AFCOOL Program Office, and AFCOOL purchase agents. The candidate will be responsible for the day-to-day processing of reimbursement actions against member military pay records for failed or incomplete credentialing attempts; process missing grades, and answer messages in the AFVEC messenger.

Familiarity and expertise with the various applicable websites: AFCOOL Website, Academic Institution (AI) Portal, Air Force Virtual Education Center (AFVEC), Air Force Automated Education Management System (AFAEMS), Air Force Personnel Center (AFPC) Secure Applications, and Case Management System (CMS).

Min Qualifactions:

  • Expertise with the various applicable websites: AFCOOL Website, Academic Institution (AI) Portal, Air Force Virtual Education Center (AFVEC), Air Force Automated Education Management System (AFAEMS), Air Force Personnel Center (AFPC) Secure Applications, and Case Management System (CMS).

  • Must be proficient in Microsoft Office applications.

  • Must be a proficient writer and communicator as they will be communicating with various stakeholders at all Department of the Air Force levels.

  • Must be knowledgeable about voluntary education policies and procedures pertaining to AFCOOL and be able to appropriately respond to member requests in a timely manner.

Responsibilities

  • Process all reimbursement actions within the Air Force Automated Education Management System (AFAEMS) for all voluntary and involuntary AFCOOL-related reimbursement actions.

  • Process reimbursements in accordance with the following timetable:

  • Process voluntary reimbursement requests within three (3) duty days of receipt in AFAEMS.

  • Process overdue suspense reimbursements within 15 duty days.

  • Process failed credentialing attempts within five (5) duty days of receipt of fail grade.

  • Process out-of-service reimbursements within 30 days of advisement that the member has separated or retired without providing a score/evidence of certification completion to the government.

  • Provide the government the DD139, Payment Adjustment Authorization, for signature as certifying official.

  • Process signed DD139s in Case Management System (CMS) and assign the CMS case to the appropriate Financial Service Office (FSO).

  • Load the government signed DD139 to the appropriate member's AFAEMS record and note the CMS case information in the student's counseling notes. The candidate shall then close the member's goal as Obsolete - No Longer Pursing.

  • Process out-of-service debt collections for reimbursement of members that have left the service without providing grade or score report to the government.

  • Log all CMS cases to include member name, SSN, date of CMS case, amount of debt processed, the amount of time debt will be repaid, and CMS case number as a minimum and track cases sent to the FSO for processing in a system of the candidates choosing (examples include but are not limited to Excel and Access databases).

  • Follow-up on all unprocessed cases by the FSO until the debt is processed to the member's record.

  • Provide a weekly report with all the information in section 4.4.6. to the government.

  • Answer messages in the AFVEC messenger that pertain specifically to grades, reimbursement actions, and route exception to policy requests for action by the government.

  • Pull a weekly grades report from AFAEMS and contact students who are overdue at that time.

  • Record exam scores and indicate pass/fail status, based on vendor/agency standards within AFAEMS as reported by Air Force customers and/or testing centers then close the goal with the appropriate status.

  • Work closely with the government and BAM Technologies to ensure the availability of a full spectrum of reports in order provide data to the government as requested to include, but not limited to:
