What You'll Do:

The Program Control Analyst is responsible for all program financials, project and workforce set up, reviewing time and labor actuals, contract funding and invoicing, labor charging, and all forecasting and internal reporting. The Program Control Analyst will operate as a single point of contact to the Program Manager for all finance and accounting issues, more specifically:

  • Lead the analysis and reporting for monthly forecasts and support annual operating plan development
  • Develop accurate and timely weekly and monthly performance reports for internal stakeholders
  • Utilize Costpoint database to process, track, maintain, and report Direct and Overhead financial information related to the Business Units' Direct and Overhead activities
  • Comply with and enhance financial controls, procedures, and forecasting techniques to ensure activites align with contractual and regulatory requirements
  • Review and analyze monthly Program Summary Reports, Work Breakdown Schedules, tracking program funding, prepare Estimates at Complete (EAC) budget/forecast to actual variance reporting, and analyze cost trends to evaluate contract/program status
  • Liaise between Operations, Contracts, AP, and AR on Business Unit financial transactions. Interface with subcontractors, vendors, and customers as needed
  • Perform extensive review and investigations as required to support data reconciliation and contract close out

Required Qualifications:

  • Bachelor's degree in finance, accounting, business, or a related discipline.
  • 5+ years of experience in program control and financial management within a government contracting environment.
  • Advanced proficiency with Deltek Costpoint and COGNOS.
  • Experience with various contract types including Fixed-Price (FFP), Time and Material (T&M), and Cost-Plus-Fixed-Fee (CPFF).
  • Proficiency in performing variance analysis, preparing cost baselines, conducting break-even analyses, and executing other ad hoc financial analyses.
  • Familiarity with export compliance regulations, Federal Acquisition Regulation (FAR), Cost Accounting Standards Board (CASB) requirements, and Defense Contract Audit Agency (DCAA) auditing procedures is a plus.
  • Proficient in MS Office applications, particularly MS Excel and PowerPoint.
  • Ability to create and interpret complex spreadsheets and pivot tables.
  • Effective oral and written communication skills, with the ability to interact with all levels of the organization.
  • Strong organizational skills, with the ability to manage time and multiple priorities to completion.
  • Proficient problem-solving skills with an analytical thought process.
  • Local to DC Metro area and willing to be on site 2-3 days / week.

Desired Qualifications:

  • Government contract experience, including interpreting contract modifications and managing multiple projects/Contract Line-Item Numbers (CLINs)
  • Experience with SharePoint is preferred.
