Job Summary

Serve as a primary point of contact for internal and external inquiries regarding export control, especially those related to research, and for the oversight/monitoring of export control processes to promote and facilitate compliance with federal and state laws, and Institute and University System of Georgia (USG) policies. In consultation with the Export Control Manager, create and deliver ongoing training, education, and guidance to campus faculty and staff in export-related matters and work collaboratively with other Office of the General Counsel (OGC) team members to effectively and efficiently mitigate export control risks. This position will interact on a regular basis with: Stakeholders across campus, researchers, Legal, the cleared population, and contract officers. This position typically will advise and counsel: The Deputy General Counsel & Chief Ethics and Compliance, campus stakeholders as needed, contract officers, and researchers. This position will supervise: N/A.

Responsibilities

Job Duty 1 -
Process and administer programs supporting campus stakeholders related to: export compliance, management, licenses, training, and auditing.

Job Duty 2 -
Provide training for the population of researchers that are identified as 'cleared' individuals.

Job Duty 3 -
Audit to monitor compliance.

Job Duty 4 -
Draft, submit, and track International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) export authorizations and evaluate the use of exemptions and exceptions.

Job Duty 5 -
Interpret ITAR and EAR regulations, country of origin determinations and markings, valuation, denied parties, embargoed countries, anti-boycott compliance and reporting, and red flag issues.

Job Duty 6 -
Assist the export control manager with trade compliance initiatives to ensure compliance with applicable local and US regulations as well as Institute and USG policies.

Job Duty 7 -
Provide education and training to export and trade compliance staff and campus stakeholders on the appropriate interpretation and implementation of local and US regulations, problem-solving tools, and re-engineering processes, where appropriate.

Job Duty 8 -
Perform other related duties as assigned.

Required Qualifications

Educational Requirements
Bachelor's degree from an accredited school or equivalent combination of education and experience.

Required Experience
Five to seven years of job-related experience in aerospace, defense, research university or related environment. Related experience with NDA's, reviewing contracts, and interpreting federal regulations.

Preferred Qualifications

Preferred Educational Qualifications
Master's degree or other advanced degree such as MBA/JD/PhD.

Proposed Salary

$83,790 to $115,000

KNOWLEDGE
This job requires previous experience with ITAR Exemption and EAR Exception reviews, previous United States Munitions List (USML) and Export Control Classification Number (ECCN) classification and licensing experience.

SKILLS
Excellent written and verbal communication skills with all levels of the organization. Excellent organizational skills and the ability to work and manage in a high energy, fast paced environment.
