Summary:

Goldbelt Apex is seeking a PROGRAM ANALYST III to join our team providing administrative, technical, and professional support services to DGHP Office of the Director (DGHP OD) staff and supported branches: the Global Public Health Systems Branch (GPHSB), the Global Surveillance, Laboratory, and Data Systems Branch (GSLDSB), the Global Workforce Development Branch (GWDB), the Global Program and Extramural Management Branch (GEM), and the Global Public Health Emergency Preparedness Branch (GPHEPB).

The CDC Global Health Center (GHC)/Division of Global Health Protection (DGHP)/Office of the Director (OD) and supported Branches work to build and strengthen public health capacity by enhancing the ability of CDC, the Global Health Center and its public health partners to prepare for, prevent, and respond to infectious diseases, including outbreaks, bioterrorism, and other public health emergencies through cross-cutting and specialized programs, technical expertise, and public health leadership.

Responsibilities

Essential Job Functions:

Financial Management:

    Support the management of tracking of the funding allocations to programs for travel, cooperative agreements, and contracts and recommend adjustments as necessary.
  • Support extramural programs related to inter-agency (IAA) agreements and intra-departmental delegation of authority (IDDA) agreements.
  • Support Unliquidated Obligations (ULOs) to ensure timely (monthly) reconciliation prior to the end of the fiscal year.
  • Provide support for the management and monitoring of travel funds monthly to ensure funds are under program and Office ceiling levels and communicate issues or problems on a timely basis. Serve as the POC tracker for CONCUR.
  • Track end-of-year funds, unused travel funds, and unliquidated obligations, communicate balances, and propose plans on a timely basis to facilitate maximum utilization.
  • Provide guidance on SOWs and funding mechanisms for purchase requests.
  • Submit quarterly analyses and reports and communicate effectively with relevant programs.
  • Support Office staff's submission of forms for domestic and international travel; travel expense vouchers; training requests, including conference approval, if needed; visitor management requests. Assign tasks to the relevant administrative team for follow-up.

Administrative and Operational Support:

  • Collaborate with Team Lead to communicate the program management review, application, and inter-agency agreement processes to SMEs and/or other federal agencies and institutions.
  • Develop brief materials such as reports, spreadsheets, and graphics in consultation with senior team members. Develop standard operating procedures for tasks-related protocols as guidance for DGHP offices.
  • Draft organizational procedures for DGHP offices to manage the flow of information, procedures, and documentation, including defining program plans, tasks, resources, schedules, milestones, and outcomes.
  • Prepares domestic and international travel requests and vouchers for O staff and visitors and meets all travel requirements for their submission.
  • Tracks and monitors travel ceiling by capturing travel projections on a quarterly basis and reconciling the projections in the federal system, and submitting reports accordingly as requested.
  • Supports international non-US citizen visitors on CDC Campuses and understands the process and procedure for international guests to visit CDC in a timely manner through the Non-US Citizen Access Management System (NCAMS).
  • Provide briefings on formal and informal inquiries and provide backup materials.
  • Coordinates on-site CDC meetings with external partners and visitors - arrange for meeting space and set-up, itinerary, agenda, materials, and notes taking.
  • Arrange meetings, staff meetings, workshops, and training, prepare agendas, and locate space for meetings and/or workshops.
  • Assist with office projected and actual calendar.
  • Provide assistance with the Office SharePoint site.
  • Receive and ascertain the nature of telephone calls and refer callers and visitors to the proper party; take and deliver messages; triage incoming inquiries appropriately; provide information about the office, its functions, and standard operating procedures; and routing or procedural information.
  • Assist with administrative activities associated with the Division domestic/international personnel team, ensuring that deadlines are met.
  • Assist with maintaining the DGHP staffing list and compiling personnel packages for submission to the Human Resource Office, including completing the Pre-Recruitment Consultation Worksheet, Personnel Actions, Position Description form OF-8, and Job Analysis.
  • Assist in monitoring, coordinating, and tracking DGHP staffing plan and assistance with DGHP Data Calls.
  • Aid staff various international/domestic administrative personnel matters, including in/out-processing of employees using People Processing and HHS Identify PIV system. Also assist with entering Personnel Actions into the CAPHR, Human Resources Enterprise Personnel System (HREPS), Position-Based Management System (PBMS), and Global Position Management System (GPMS).
  • Assist with in/out-processing of employees using People Processing and HHS Identity PIV system.
  • Prepare Excel reports and maintain records on controlled documents in accordance with Office procedures for administrative controls and follow up on work in progress to ensure timely reply or action.
  • Communicate with colleagues, including Office Management, Human Resource Office, Center for Global Health, Office of the Director, and Office of the Chief Financial Officer (OCFO) to gather information about Human Resource activities involving personnel actions and activities.
  • Provide updates on current or completed projects as required by staff or DGHP Management and Overseas Operations (MOO).

Minimum Qualifications:

  • Bachelor's Degree in Business Administration or relevant field OR equivalent years of experience.
  • Minimum three (3) or more years of experience in performing listed tasks.
  • Must be able to obtain a Government Public Trust clearance.
