The Andrew Young School of Policy Studies (AYSPS) at Georgia State University (GSU) invites applications for an experienced and dynamic Senior Director to lead the Public Finance Research Cluster (PFRC). For over 20 years, the PFRC's experts have provided objective and timely research, technical assistance, and training to inform decision-makers, build public-sector capacity, and contribute to scholarship in public finance. The cluster is comprised of three research centers - the Center for State and Local Finance, Fiscal Research Center, and International Center for Public Policy - that share research and administrative staff to perform domestic and international public finance research. The Senior Director will join the PFRC at an opportune moment as it seeks to build on its national and international reputation and grow its impact in public-sector research.

HERE IS WHAT YOU WILL DO

  • Execute the strategic plan and direction for PFRC to ensure that the mission is met through research and training.
  • Lead PFRC and manage its day-to-day operations, including personnel, sponsored funding, communications, budgeting and financial management, data security, and risk management.
  • Facilitate teams of research staff and faculty affiliates to cultivate sponsored projects and produce applied and scholarly research.
  • Build, cultivate, and maintain relationships with domestic and international public-sector and non-governmental partners, including promoting the cluster's research expertise and capacity for new projects.
  • Coordinate externally facing events (e.g., academic conferences) and training, including working with research staff to develop topics, engage faculty and practitioners for participation, and manage funding and logistics.
  • Supervise the recruitment, hiring, professional development, and evaluation of cluster staff.
  • Foster a strong sense of community and inclusion within the cluster.
  • Ensure that the cluster operates within budget and adheres to the legal requirements of all contracts.

The Senior Director of PFRC will be an employee of Georgia State University, reporting to the Dean of AYSPS and overseeing all core staff of the cluster in collaboration with its two associate directors.

About the Cluster: The PFRC enables informed and effective fiscal governance at all levels worldwide. The cluster's experts provide objective and timely research, technical assistance, and training to inform decision-makers, build public-sector capacity, and contribute to scholarships. PFRC is a research unit of the Andrew Young School of Policy Studies, and its team engages in research totaling approximately $3 million annually.

Center for State and Local Finance: The Center for State and Local Finance (CSLF) develops the people and ideas for next-generation public finance by bringing together the Andrew Young School's nationally ranked faculty and the broader public finance community. CSLF conducts innovative, nonpartisan research on tax policy and reform, budget and financial management, education finance, economic development, and urban policy. Additionally, it provides premier executive education in public finance for state and local finance officials and works with local and state partners on technical assistance projects on fiscal and economic policy.

Fiscal Research Center: Established in 1995, the Fiscal Research Center (FRC) provides nonpartisan research, technical assistance and education in the evaluation and design of state tax and economic policy. FRC's responsibilities include developing estimates for tax-related fiscal notes, writing the Georgia State Tax Expenditure Budget, evaluating state-level tax preferences, supporting the State Fiscal Economist, and conducting policy and academic research on a variety of topics associated with state tax policy issues.

International Center for Public Policy: The International Center for Public Policy (ICePP) brings together the strengths of cutting-edge technical expertise, extensive real-world policy experience, and solid project management capabilities in over 70 developing and transition economies around the world. Its faculty and staff are leading experts in economics and public policy and have authored books, academic and technical journal articles, and have extensive experience in designing and implementing technical assistance and training programs. The exposure that ICePP brings to the Andrew Young School of Policy Studies, as well as the interaction with government leaders and policy-makers from around the world, enriches the academic environment and deepens the school's commitment to resolving international policy challenges.

Condition of Work and Benefits: Forty-hour work week, fiscal year appointment. The University System of Georgia (USG) provides comprehensive benefits to Georgia State employees. Salary: $140,000-$160,000. Salary commensurate with the candidate's education and experience. This position is subject to budgetary approval.

Qualifications:

Minimum Requirements:

  • Bachelor's degree and seven years of related supervisory/management experience, or a combination of education and related experience.

Preferred Hiring Qualifications:

  • Experience in leading and managing an organization of approximately 20 staff and faculty, preferably within university systems, government agencies, or non-profit organizations.
  • Demonstrates success in building and sustaining sponsored funding within the public or non-profit sectors to advance the goals and objectives of projects, programs, and initiatives and experience with pre- and post-award funding management.
  • Expertise in developing cross-agency research agreements and managing contracts and payments for domestic and international projects.
  • Experience identifying executive training opportunities for international and domestic public servants, including topics related to public budgeting and finance.
  • The ability to communicate effectively with administration and campus colleagues, be trustworthy and consultative, and have sound strategic instincts.
  • Applicants must have at least a bachelor's degree in an appropriate discipline (including, but not limited to public policy, public administration, economics, or related fields) and seven years of related supervisory / management experience; or a combination of education and experience.
